    • 簡(jiǎn)介:YI029888參北舛盼犬虧碩士學(xué)位論文論文題目中國(guó)職皿堂育噬墮堡型握過學(xué)科、專業(yè)公共經(jīng)濟(jì)與公共政策碩士生童豆堡一指導(dǎo)教師呂煒教授答辯B期2006年12月摘要準(zhǔn)公共產(chǎn)品屬性和國(guó)家的總體教育發(fā)展壓力以及政策傾斜決定了財(cái)政的主體地位必將逐漸淡化,與此同時(shí),國(guó)家應(yīng)該從構(gòu)建職業(yè)教育的財(cái)政體制入手,建立與職業(yè)教育大力發(fā)展相吻合的財(cái)政體制。完善投入機(jī)制,調(diào)整總量支出,優(yōu)化內(nèi)部結(jié)構(gòu)的同時(shí),確立相關(guān)政策逐漸發(fā)揮財(cái)政的引導(dǎo)作用,形成多渠道融資的局勢(shì)并建立有效的資金管理體系和法律保障;充分考慮職業(yè)教育政府提供與市場(chǎng)化私人提供之間的經(jīng)濟(jì)效率,選擇正確的財(cái)政支持方式和路徑,支持職業(yè)教育投資主體由政府財(cái)政的單一來源向多元化,多渠道機(jī)制過渡。目前,國(guó)內(nèi)的學(xué)術(shù)報(bào)刊、雜志中,關(guān)于職業(yè)教育方面的資料很多,但主要探討職業(yè)教育專業(yè)課程設(shè)置、管理制度、存在的問題和對(duì)策。針對(duì)職業(yè)教育財(cái)政體制構(gòu)建方面的研究并不多,大多是散見在相關(guān)的文獻(xiàn)中,多是停留在對(duì)教育財(cái)政支出的研究上,甚至是對(duì)財(cái)政如何退出職業(yè)教育的探討。本文認(rèn)為,目前我國(guó)職業(yè)教育的發(fā)展尚未進(jìn)入到財(cái)政退出階段,職業(yè)教育的改革和發(fā)展仍是完善教育體系發(fā)展的重點(diǎn),探討職業(yè)教育的財(cái)政體制構(gòu)建,保障職業(yè)教育發(fā)展的符合效率的制度安排,選擇正確的財(cái)政支持方式和路徑具有重要的理論和實(shí)踐意義。關(guān)鍵詞職業(yè)教育,財(cái)政體制,多渠道融資,管理效率

    • 簡(jiǎn)介:本文闡述了農(nóng)業(yè)職業(yè)教育的內(nèi)涵及其在解決廣東省三農(nóng)問題中的作用,指出廣東省農(nóng)業(yè)職業(yè)教育存在的問題一招生難、辦學(xué)難、就業(yè)難,分析了廣東省農(nóng)業(yè)職業(yè)教育存在問題產(chǎn)生的主要原因有對(duì)農(nóng)業(yè)職業(yè)教育存在認(rèn)識(shí)誤區(qū)、政府及教育部門對(duì)農(nóng)業(yè)及農(nóng)業(yè)教育不夠重視、經(jīng)費(fèi)投入嚴(yán)重不足且缺乏制度保障、受教育成本較高、專業(yè)設(shè)置、課程設(shè)置脫離實(shí)際需求等。比較并評(píng)價(jià)了歐美的美國(guó)、加拿大、英國(guó)、德國(guó)、法國(guó),亞洲的日本及大洋洲的澳大利亞的農(nóng)業(yè)職業(yè)教育特點(diǎn)和經(jīng)驗(yàn)介紹了國(guó)內(nèi)幾個(gè)農(nóng)業(yè)職業(yè)教育比較成功的案例,并對(duì)其中的山西省左云縣綜合技術(shù)學(xué)校和廣東省惠州農(nóng)業(yè)學(xué)校的經(jīng)驗(yàn)進(jìn)行了比較分析。提出了廣東省有關(guān)政府部門應(yīng)轉(zhuǎn)變觀念,加強(qiáng)農(nóng)業(yè)職業(yè)教育立法,加大經(jīng)費(fèi)投入力度,構(gòu)建合理的農(nóng)業(yè)職業(yè)教育體系,牽頭整合農(nóng)業(yè)職業(yè)教育資源,規(guī)范辦學(xué)體制,鼓勵(lì)辦學(xué)主體多元化,改革畢業(yè)生就業(yè)制度,加強(qiáng)對(duì)農(nóng)業(yè)職業(yè)教育的監(jiān)督管理;辦學(xué)主體應(yīng)加強(qiáng)內(nèi)部改革和建設(shè),如加強(qiáng)教師隊(duì)伍建設(shè),加強(qiáng)與企業(yè)的聯(lián)合,建設(shè)產(chǎn)學(xué)研三位一體的實(shí)訓(xùn)基地,以市場(chǎng)為導(dǎo)向設(shè)置專業(yè)和設(shè)計(jì)課程,降低學(xué)生受教育成本,突出學(xué)生實(shí)際工作能力并注重學(xué)生職業(yè)道德和社交能力的培養(yǎng),重視畢業(yè)生的就業(yè)能力等發(fā)展廣東省農(nóng)業(yè)職業(yè)教育的對(duì)策。
