簡介:經過二十多年的改革和發(fā)展,我國己進入工業(yè)化中期階段,目前正處在結構調整、產業(yè)升級的關鍵時期。但從總體上看,從業(yè)人員的技術水平低,仍然是制約我國經濟高速、健康發(fā)展的“瓶頸”因素之一。以高技術產業(yè)為支柱、以智力資源為依托的知識經濟的興起,對人才的技術要求更表現(xiàn)出了多樣化的特點。而我們不得不面對的一個現(xiàn)實情況是一方面是企業(yè)求才若渴,另一方面是職業(yè)教育畢業(yè)生無處可用,這正是我國現(xiàn)代高等職業(yè)教育與社會經濟不能和諧發(fā)展的深層次矛盾的具體表象。本文從對象上看是對高等職業(yè)教育就業(yè)導向的研究,但選擇的視角是比較研究,以德國高等職業(yè)教育發(fā)展的歷程、取得的成效以及隨著社會經濟的發(fā)展所面臨的實際問題進行分析,并與我國高職教育的發(fā)展現(xiàn)狀進行比較,得出高職在變革與發(fā)展過程中的共同規(guī)律及發(fā)展趨勢。在對整體完成比較之后,收攏視線,投注于當前我國高職發(fā)展中的實際問題并予以分析,指出發(fā)展以就業(yè)為導向的高等職業(yè)教育的改革發(fā)展之路,并就具體的操作手段及措施進行分析,以解決近期中國高等職業(yè)教育發(fā)展中的現(xiàn)實問題。最后本文的結論是以就業(yè)為導向,發(fā)展目前仍很薄弱的高等職業(yè)教育,造就適應社會經濟發(fā)展需要的高素質的勞動者,不僅是時代的迫切需要,也是歷史的必然選擇。

簡介:|輩往戴碼L0445L攀弩2002L霹731分類號G782V“764545易東舒耘大學碩士學位論文論文越蠢學科專斂名稱咚請入姓名指導教師論文提交蹴潞我磷農樹聯(lián)邋教育在農搴李測余勢滋舞轉移串熬稼需研究教育經濟與管蠼粱秀梅顰毒懶■于清漣教授72005冬0毒月20鶩幕鍍囂擎鬻山東師范大學碩士學位論文我國農村職業(yè)教育在農村剩余勞動力轉移中的作用研究中文摘要我國總人口和在校學生數(shù)的80%左右在農村,每年約有一千一百萬左右的初中、高中生回到農村。這一國情決定了農村教育特別是農村職業(yè)教育,不僅是一個關系到農村改革、發(fā)展和穩(wěn)定的重大問題,也是一個關系到中華民族整體素質和前途命運的重大問題。農村職業(yè)教育的發(fā)展關系到農民的脫貧致富,關系到數(shù)以億計的農村剩余勞動力的轉移,而農村剩余勞動力的轉移,又關系至Ⅱ全國人力資源的合理配置及城鎮(zhèn)就業(yè)問題的解決,是影響未來社會政治安定和經濟發(fā)展的重大問題。本文從分析農村職業(yè)教育的內涵入手,進一步分析了我國農村職業(yè)教育發(fā)展的歷史背景和現(xiàn)狀;并在分析農村剩余勞動力的基礎上,運用人力資本理論,采用文獻法、歷史法、比較法及規(guī)范分析法從理論意義上探究了農村職業(yè)教育在農村剩余勞動力轉移中的作用和意義。從理論意義上講,農村職業(yè)教育在我國農村勞動力轉移中具有極為重要的意義。微觀角度而言,農村職業(yè)教育對受教育的勞動力個體,其積極意義在于,農村職業(yè)教育使學習者能夠掌握一定的專業(yè)理論知識和熟練的操作技能,從而提高其技術含量,提高就業(yè)競爭力。職業(yè)教育的目的是傳授職業(yè)技術知識、培訓職業(yè)技能,以增強受訓學員在工作中的生產能力,成為應用型或實用型人才,這是職業(yè)教育最直接作用的體現(xiàn),也是職業(yè)教育提升人力資本含量最基本的目標。技術技能的掌握,無疑會大大增強學習者的就業(yè)競爭力和就業(yè)適應力,拓寬學習者的擇業(yè)空間,促進其個體勞動生產率的提高;而勞動生產率的提高,最直接的結果便是增加學習者的個人收入,進而提高其社會地位。就宏觀角度來講,發(fā)展農村職業(yè)教育同樣有著深遠的社會意義。當前因人口過多而引發(fā)的失業(yè)現(xiàn)象,是我國需要解決的主要社會問題之一。如何緩解就業(yè)與失業(yè)的社會矛盾,從長遠來看,最有效的途徑之一就是加強對勞動力的教育和培訓。一方面,通過加強教育和培訓,既可以使勞動力的供給得以分流,從而延緩勞動力供給,緩解我國勞動就業(yè)領域的巨大壓力,又可以為未來農村勞動力實現(xiàn)充分就業(yè)做好準備,防止勞動力資源的大量閑置浪費。另一方面,加強農村職業(yè)教育,可以大大提高勞動力的素質和質量,提升勞動力的人力資本存量,使得農村剩余勞動力的轉移實現(xiàn)合理和有序化。同時,大量具備~定人力資本含量的農村剩余人口進城,不但擴大了工業(yè)生產的勞動供給與市場消費,也產生了城市人口的集聚效應和規(guī)模經濟,對加快城鎮(zhèn)化進程,加快社會轉型,
