簡介:1927年蔣介石發(fā)動“四一二”政變,建立了南京國民政府取代北洋政府成為執(zhí)政黨,中國從此步入具有現(xiàn)代意義的“黨治”時代。為了鞏固政權(quán),國民政府對機(jī)關(guān)檔案工作進(jìn)行改革,這就是“文書檔案改革運(yùn)動”。文書檔案改革的內(nèi)容,是實(shí)行國民黨行政院內(nèi)政部次長甘乃光創(chuàng)立的文書檔案連鎖辦法。文章擬從甘乃光與南京國民政府時期文書檔案改革運(yùn)動關(guān)系的角度作一微觀的個案研究。通過考察甘乃光的改革思想與活動,試圖提供一個觀察國民政府期間檔案改革的視角。文章共三部分一、甘乃光在國民黨政壇的崛起。對甘乃光從幼年時期、少年時期至青年時期的成長歷程做評述,主要著眼于出生背景及成長經(jīng)歷對其走向政壇特別是投身行政改革推行文書檔案改革運(yùn)動的影響;二、主持行政效率研究會推行文書檔案改革運(yùn)動。在這部分,文章分別對甘乃光關(guān)于行政改革與文書檔案改革的認(rèn)識及其推行情況進(jìn)行論述,并對整個文書檔案改革運(yùn)動進(jìn)行評價(jià)。三、結(jié)論。在以上論述的基礎(chǔ)上,分析并總結(jié)甘乃光推行文書檔案改革運(yùn)動的得與失、歷史局限與現(xiàn)實(shí)意義。

簡介:自改革開放以來,中國社會處于一個不斷變化的新時期,社會中的各個領(lǐng)域都在不斷革新和改善,各大高校也不例外。而社會大變革的歷史背景要求人們對高校學(xué)生事務(wù)管理能進(jìn)行相應(yīng)的符合時代性和現(xiàn)實(shí)性的思考和考察。自20世紀(jì)50年代出現(xiàn)的系統(tǒng)論,為我們提供了宏觀而又有效的整體分析方法,為人們解決問題提供了一個全新的視角。本文結(jié)合系統(tǒng)論的基本原理,把當(dāng)代中國高校學(xué)生事務(wù)管理作為一個開放的系統(tǒng),通過系統(tǒng)的目標(biāo)論、要素論、運(yùn)行控制論和環(huán)境適應(yīng)論等四個方面對該系統(tǒng)進(jìn)行全面的分析。并且各個部分的論述都綜合運(yùn)用了多種系統(tǒng)思想方法,各部分之間不是孤立分裂的,而是有機(jī)聯(lián)系的。通過分析和探討當(dāng)今高校學(xué)生事務(wù)管理中存在的優(yōu)缺點(diǎn),并根據(jù)系統(tǒng)論的基本原理和對國外高校學(xué)生事務(wù)管理系統(tǒng)的先進(jìn)方面的借鑒,提出了對中國高校學(xué)生事務(wù)管理體系改進(jìn)的方面。本文旨在運(yùn)用系統(tǒng)論思想更好的理解高校學(xué)生事務(wù)管理,以達(dá)到促進(jìn)高校教育的完善和學(xué)生的全面發(fā)展的目標(biāo)。

簡介:2006屆研究生博士學(xué)位論文Y896531學(xué)校代碼10269學(xué)號YB03026010篳柬郇冤大學(xué)我國研究生事務(wù)管理問題研究院系熬直抖堂堂瞳直笠教直班塞伍專業(yè)高笠教直堂研究方向直笠熬直筐堡指導(dǎo)教師篚云掛教援博士研究生韭沽2006年2月完成面對部分研究生思想、生活狀況的調(diào)查。分析結(jié)果表明,目前我國高校研究生男女性比例男性仍占優(yōu)勢,但女性比例不斷上升;年齡分布離散,年齡跨度較大;自籌經(jīng)費(fèi)研究生總體數(shù)量增長,部分研究生就學(xué)期間的經(jīng)濟(jì)狀況堪憂;生源間工作年限差距較大。社會經(jīng)歷差異明顯。對研究生的身心發(fā)展、思想政治及生活狀況等調(diào)查分析表明,當(dāng)前研究生具有如下特點(diǎn)具有健康向上的政治觀,人生定位務(wù)實(shí);思想觀念和價(jià)值取向多元;思想發(fā)展不統(tǒng)一、不協(xié)調(diào)和不平衡;生活比較規(guī)律,但普遍不重視身體鍛煉,個別研究生焦慮情緒嚴(yán)重,成為誘發(fā)各種心理問題的“隱患”經(jīng)濟(jì)壓力較大,部分研究生生活狀況令人堪憂;網(wǎng)絡(luò)對研究生思想影響大;男、女價(jià)值觀、人生觀、婚戀觀等差異明顯等。第五章概括和分析了我國高校研究生事務(wù)管理目前存在的四種模式。指出目前研究生事務(wù)管理的主要特點(diǎn)和問題,認(rèn)為我國高校研究生事務(wù)管理主要實(shí)行的是校、院系兩級管理,基本上沿用了本科生事務(wù)管理的建制,在工作中強(qiáng)調(diào)行政管理,研究生事務(wù)管理方面行政控制力度較強(qiáng),而學(xué)術(shù)權(quán)力影響相對較弱。在運(yùn)行機(jī)制上,存在研究生事務(wù)管理職能機(jī)構(gòu)與院系分工不明確、管理環(huán)節(jié)不銜接的問題,在管理方法上,以管教為主,管得寬、管得細(xì)。另外還存在管理人員專業(yè)化水平低等問題。第五部分是第六章?;谏鲜龈髡碌睦碚撎接?、比較研究、現(xiàn)狀調(diào)查分析,本章主要以“研究生柔性管理”的思想為指導(dǎo),針對我國研究生事務(wù)管理面臨的挑戰(zhàn)和存在的閻題,提出了相關(guān)的改革對策和政策建議。認(rèn)為,在觀念上,應(yīng)確立“以人為本”的管理理念,堅(jiān)持依法民主管理,強(qiáng)調(diào)管理即服務(wù)意識、實(shí)現(xiàn)個性化管理;指出應(yīng)堅(jiān)持“以人為本”,改革和完善管理體制,以學(xué)生的發(fā)展和需要為依據(jù)進(jìn)行部門和職能設(shè)置;強(qiáng)調(diào)應(yīng)改變德育管理方式,拓展德育渠道,改變以灌輸為主的傳統(tǒng)德育方式,倡導(dǎo)主體性德育管理,拓展德育渠道,實(shí)現(xiàn)德育途徑的多樣化,應(yīng)支持研究生社團(tuán)建設(shè)與自我管理;拓展經(jīng)費(fèi)來源,增加助學(xué)機(jī)會,促進(jìn)培養(yǎng)方式改革,以及以專業(yè)化為取向加強(qiáng)研究生管理隊(duì)伍建設(shè)等。論文最后建議國家應(yīng)進(jìn)一步完善法制建設(shè),提高對研究生“三助”工作的支持力度,完善導(dǎo)師聘任與管理制度,建立職業(yè)準(zhǔn)入制度,改善研究生就業(yè)指導(dǎo)工作,加強(qiáng)研究生心理健康教育與管理等。關(guān)鍵詞研究生事務(wù)管理柔性管理“以人為本”LJ
