    • 簡介:陜西師范大學碩士學位論文對鐵路運輸業(yè)重新規(guī)制問題的研究姓名蔡玉潔申請學位級別碩士專業(yè)政治經(jīng)濟學指導教師張正軍20070401市場經(jīng)營,建立政府主導型、充分競爭的適應社會主義市場經(jīng)濟的鐵路管理體制和經(jīng)營機制,滿足國民經(jīng)濟和社會發(fā)展的需要”這樣的總體目標。在這一目標下,我們的改革應該滿足如下幾個原則符合中國國情、從中國實際出發(fā);政企分開、政資分開、政府主導;實現(xiàn)充分而公平的競爭性市場;改革與規(guī)制重建循序漸進;系統(tǒng)配套、特殊政策和過渡措施相結合;建立強有力的領導體系和強有力的政府支持。然后指出中國鐵路運輸業(yè)重新規(guī)制的方向應是重構鐵路企業(yè),建立“網(wǎng)運分離”的鐵路運輸企業(yè)結構,實行現(xiàn)代企業(yè)制度,建立適應社會主義市場經(jīng)濟體制.的鐵路管理體制和運行機制。并就“網(wǎng)運分離”問題進行探討,研究“網(wǎng)運分離”在中國的適用性最后根據(jù)以上分析,提出重新規(guī)制應該集中在以下幾個方面第一,要做好重新規(guī)制的前期準備工作。要做到政企分開、明晰產(chǎn)權,健全企業(yè)法人制度,同時要注意健全規(guī)制法規(guī)。第二,建立合格的規(guī)制主體,即改組鐵道部,盡快建立獨立、公平、公正的鐵路運輸業(yè)規(guī)制機構,同時要加強對規(guī)制主體的規(guī)制。第三,明確重新規(guī)制的對象。重組鐵路運輸企業(yè),使其成為真正的市場主體;以“網(wǎng)運分離”為主線,合理重組鐵路運輸業(yè)產(chǎn)業(yè)結構。第四,合理運用進入規(guī)制、投資規(guī)制及價格和收益規(guī)制的手段進行重新規(guī)制。關鍵詞鐵路運輸業(yè)重新規(guī)制自然壟斷網(wǎng)運分離N

    • 簡介:鐵路運輸是有色冶煉企業(yè)生產(chǎn)鏈上的重要環(huán)節(jié)。但是,長期以來鐵路運輸管理沿襲著落后的作業(yè)方式,手工作業(yè)為主,信息滯后。隨著企業(yè)生產(chǎn)規(guī)模的不斷擴大,鐵路運能與運量的矛盾愈加突出,鐵路運輸日益成為制約企業(yè)發(fā)展的“瓶頸”。本文主要研究在大型企業(yè)鐵路運輸管理中,利用計算機來解決管理中存在的管理層次多,信息傳遞慢,效率不高的局面,以滿足現(xiàn)代化企業(yè)對鐵路運輸管理的要求。論文介紹了基于管理信息系統(tǒng)MIS的企業(yè)鐵路運輸管理信息系統(tǒng)分析與設計。在系統(tǒng)需求分析的基礎上,對系統(tǒng)的功能模塊、拓撲結構、數(shù)據(jù)庫設計等進行了較詳細的論述。針對企業(yè)自備鐵路的特點,確定了自備鐵路運輸管理信息系統(tǒng)的開發(fā)模型和技術方案。并對安全設計、系統(tǒng)性能等在系統(tǒng)中的具體實現(xiàn)進行了詳細的闡述。論文以鐵路調度指揮管理信息系統(tǒng)DMIS建設項目為背景,深入研究DMIS開發(fā)中的關鍵技術,包括雙機熱備、系統(tǒng)可靠性、容錯技術和數(shù)據(jù)庫簡介等,闡述了DMIS部分子系統(tǒng)的具體實施,并對DMIS的實際運行效果進行了分析。最后在分析和總結氧化鋁生產(chǎn)企業(yè)中鋁河南分公司鐵路運輸特點的基礎上,重點介紹了如何針對河南分公司運輸部的特點,研究了如何將目前成熟的信息技術應用于生產(chǎn)管理,建立一套切實可行的信息管理系統(tǒng)。實際應用取得的良好效果驗證了系統(tǒng)分析與設計方法的有效性和實用性。

    • 簡介:成都鐵路局運輸一線工人培訓管理研究重慶大學碩士學位論文學生姓名曾錦指導教師馮明副教授專業(yè)工商管理重慶大學經(jīng)濟與工商管理學院二00八年三月重慶大學碩士學位論文中文摘要摘要國家要發(fā)展,交通運輸必須先行。鐵路作為國家經(jīng)濟發(fā)展的大動脈,在加快我國現(xiàn)代化建設的進程中發(fā)揮著舉足輕重的作用。為適應改革發(fā)展的需要,鐵道部于2003年提出鐵路跨越式發(fā)展戰(zhàn)略。而要實現(xiàn)鐵路跨越式發(fā)展戰(zhàn)略目標,人力資源是第一要素。對于工人人數(shù)占到員工總人數(shù)的82左右、員工素質普遍偏低的鐵路行業(yè)而言,建設一支高素質的運輸一線職工隊伍是人力資源建設的關鍵。而建設一支高素質職工隊伍離不開職工培訓工作。但鐵路行業(yè)的培訓觀念還長期停留在計劃經(jīng)濟時代,培訓缺乏針對性和實效性、培訓大多流于形式,影響了職工的培訓積極性和工作效率。因此職工培訓工作的有效性成為了一直困擾鐵路企業(yè)的一個難題。本文以鐵道部下屬的成都鐵路局為例,用現(xiàn)代企業(yè)人力資源培訓與開發(fā)理論對成都鐵路局職工培訓與開發(fā)現(xiàn)狀進行了分析研究。并對部分職教工作者和運輸一線工人進行問卷調查和訪談,掌握了職工培訓的基本情況。在此基礎上,提出了成都鐵路局職工培訓工作的優(yōu)化方案和線路工工班長的培訓課程需求。優(yōu)化方案主要從組織結構優(yōu)化入手,試圖解決職工培訓相關部門長期職責不清、職能交叉的問題。并從勞動人事制度改革、培訓制度、培訓需求分析等十個方面提出建議,以加強培訓的有效性。關鍵詞培訓,鐵路工人,培訓體系,培訓需求少
