簡(jiǎn)介:摘要I分類號(hào)密級(jí)UDC1注學(xué)位論文A鐵路運(yùn)輸企業(yè)薪酬體系再設(shè)計(jì)(題名和副題名)鄧?yán)颍ㄗ髡咝彰┲笇?dǎo)教師姓名邵云飛教授電子科技大學(xué)成都(職務(wù)、職稱、學(xué)位、單位名稱及地址)申請(qǐng)專業(yè)學(xué)位級(jí)別碩士專業(yè)名稱工商管理(MBA)論文提交日期200810論文答辯日期200811學(xué)位授予單位和日期電子科技大學(xué)答辯委員會(huì)主席評(píng)閱人2008年月日注1注明國(guó)際十進(jìn)分類法UDC的類號(hào)。摘要I摘要在經(jīng)濟(jì)全球化的今天,我國(guó)企業(yè)面臨更加復(fù)雜的市場(chǎng)競(jìng)爭(zhēng)環(huán)境。企業(yè)之間的競(jìng)爭(zhēng)將主要體現(xiàn)在智力資本和內(nèi)部管理上。這就必然使傳統(tǒng)的勞動(dòng)人事管理制度被現(xiàn)代人力資源管理所替代。在現(xiàn)代人力資源管理中,薪酬已經(jīng)不僅僅是具有傳統(tǒng)的企業(yè)生產(chǎn)成本支出功能的載體,而已成為與企業(yè)人力資源開發(fā)戰(zhàn)略緊密相聯(lián)的管理要素。薪酬體系作為激勵(lì)機(jī)制的重要組成部分,是人力資源管理的一個(gè)核心內(nèi)容,更是人力資源管理的重中之重。因此,薪酬體系再設(shè)計(jì)的關(guān)鍵是如何體現(xiàn)企業(yè)的核心價(jià)值觀和經(jīng)營(yíng)戰(zhàn)略目標(biāo),目的是發(fā)揮薪酬激勵(lì)作用,吸引和留住企業(yè)所需要的優(yōu)秀人才和核心員工,激發(fā)企業(yè)員工的工作熱情,使企業(yè)的戰(zhàn)略目標(biāo)能有效實(shí)施,促進(jìn)企業(yè)持續(xù)不斷發(fā)展。而如何設(shè)計(jì)和建立一套科學(xué)的、符合國(guó)情的、以及適應(yīng)和促進(jìn)企業(yè)在經(jīng)濟(jì)全球化時(shí)代發(fā)展需要的薪酬體系,對(duì)大型國(guó)有企業(yè)來(lái)說,是一個(gè)全新而重大的課題。本文便是以大型國(guó)有企業(yè)A鐵路運(yùn)輸企業(yè)為研究對(duì)象,探索該企業(yè)薪酬體系的再設(shè)計(jì)。首先,本文以薪酬設(shè)計(jì)的工資決定、激勵(lì)兩大基礎(chǔ)理論的基本原理為指導(dǎo),從薪酬的內(nèi)涵、薪酬體系設(shè)計(jì)的基本理論與原則、總體思路以及需要考慮的因素等幾方面進(jìn)行了闡述,為A鐵路運(yùn)輸企業(yè)薪酬體系的再設(shè)計(jì)提供理論基礎(chǔ)。其次,對(duì)A鐵路運(yùn)輸企業(yè)原有薪酬體系進(jìn)行實(shí)證分析和研究,介紹了A鐵路運(yùn)輸企業(yè)現(xiàn)實(shí)背景,以及運(yùn)輸生產(chǎn)的特點(diǎn),著重分析了該企業(yè)薪酬體系現(xiàn)狀,在肯定原薪酬體系積極作用的前提下,剖析了存在的弊端及其原因,即A鐵路運(yùn)輸企原薪酬體系既缺乏內(nèi)部公平性,平均主義的分配現(xiàn)象嚴(yán)重;又缺乏外部競(jìng)爭(zhēng)性,難以吸引高素質(zhì)人才。從宏觀戰(zhàn)略層面看,原有薪酬體系已不能適應(yīng)企業(yè)的發(fā)展;從微觀組織層面看,原有薪酬體系已不能有效地激勵(lì)員工,從而闡明了A鐵路運(yùn)輸企業(yè)薪酬體系再設(shè)計(jì)的針對(duì)性和必要性。再次,明確了A鐵路運(yùn)輸企業(yè)薪酬體系再設(shè)計(jì)的指導(dǎo)思想,要堅(jiān)持的八大原則、要實(shí)現(xiàn)的三大目標(biāo)、以及要把握的三大因素。最后,重新設(shè)計(jì)了A鐵路運(yùn)輸企業(yè)薪酬體系方案,在方案中突出解決了兩大問題一是解決了擴(kuò)大A鐵路運(yùn)輸企業(yè)工資總量來(lái)源問題,重構(gòu)了企業(yè)工效掛鉤模式,更好地體現(xiàn)了企業(yè)的社會(huì)公益性特點(diǎn)。二是解決了核心員工的薪酬問題,構(gòu)建了多層薪酬模式,更好地體現(xiàn)了員工崗位勞動(dòng)價(jià)值貢獻(xiàn)特點(diǎn)。同時(shí),提出了分三步實(shí)施多層薪酬模式的
