簡(jiǎn)介:山東大學(xué)碩士學(xué)位論文基于SCP框架的中國鐵路運(yùn)輸供需缺口及相關(guān)產(chǎn)業(yè)組織政策分析姓名彭恒文申請(qǐng)學(xué)位級(jí)別碩士專業(yè)政治經(jīng)濟(jì)學(xué)指導(dǎo)教師于良春20060410山東大學(xué)碩士學(xué)位論文中文摘要鐵路運(yùn)輸具有能力大、能耗少、成本低、全天候等特征,對(duì)工業(yè)化初期的經(jīng)濟(jì)起飛具有重大的意義,但現(xiàn)階段中國鐵路運(yùn)力緊張卻是一個(gè)不爭(zhēng)的事實(shí)。在考察中國鐵路運(yùn)輸供給和需求各自的影響因素的基礎(chǔ)上,本文對(duì)中國鐵路運(yùn)輸供需缺口進(jìn)行了實(shí)證測(cè)算,從企業(yè)行為和市場(chǎng)結(jié)構(gòu)的角度分析了導(dǎo)致中國鐵路供需缺13長(zhǎng)期存在的原因。針對(duì)鐵路運(yùn)輸業(yè)所存在的弊端,客運(yùn)價(jià)格實(shí)行高峰負(fù)荷定價(jià)勢(shì)在必行。另外本文提出了解決河題的相關(guān)產(chǎn)業(yè)組織政策本文第一部分考察了SCP分析框架和鐵路運(yùn)輸供給、需求的影響因素。SCP框架的基本涵義是,市場(chǎng)結(jié)構(gòu)決定企業(yè)在市場(chǎng)中的行為,而企業(yè)行為又決定市場(chǎng)運(yùn)行在各個(gè)方面的經(jīng)濟(jì)績(jī)效。作為衡量行業(yè)績(jī)效的指標(biāo),勒納指數(shù)、利潤(rùn)率、生產(chǎn)率與中國鐵路運(yùn)輸供需的各個(gè)影響因素密切相關(guān),選擇供需缺口作為中國鐵路運(yùn)輸績(jī)效的綜合指標(biāo)具有~定的科學(xué)性。本文第二部分對(duì)中國鐵路運(yùn)輸供需缺口進(jìn)行實(shí)證測(cè)算。貨運(yùn)方面,中國總貨運(yùn)量、鐵路貨運(yùn)量、國內(nèi)生產(chǎn)總值的年均環(huán)比增長(zhǎng)速度,貨物運(yùn)輸強(qiáng)度,產(chǎn)運(yùn)系數(shù)等指標(biāo)意味著貨運(yùn)供需缺口的客觀存在,根據(jù)國際經(jīng)驗(yàn)進(jìn)行測(cè)算,2003年貨運(yùn)供需缺口為3574%;客運(yùn)方面,利用大田正福的供需缺口估計(jì)模型并根據(jù)實(shí)際情況加以改進(jìn),測(cè)算的結(jié)果表明,2004年的供需缺口為4299%。本文第三部分從企業(yè)目標(biāo)、定價(jià)體系、投資機(jī)制、進(jìn)入壁壘等方面分析了供需缺口長(zhǎng)期存在的原因。本文第四部分考察了中國鐵路客運(yùn)高峰負(fù)荷定價(jià)模型。中國鐵路客運(yùn)供需矛盾非常突出,現(xiàn)行定價(jià)體系導(dǎo)致需求相對(duì)過旺,供給能力難以迅速增長(zhǎng);中國鐵路客運(yùn)具有的雙高峰、高峰固定、需求增長(zhǎng)等特點(diǎn)進(jìn)一步加劇了供需矛盾;必須在考慮需求彈性和交叉彈性的基礎(chǔ)上,針對(duì)中國鐵路特性科學(xué)制定客運(yùn)價(jià)格此外,這一部分利用相關(guān)數(shù)據(jù)對(duì)定價(jià)原則所涉及到的變量進(jìn)行了實(shí)證測(cè)算,并提出了有效利用設(shè)備條件下的最優(yōu)定價(jià)原則本文第五部分提出了解決問題的相關(guān)產(chǎn)業(yè)組織政策。從根本上消除供需缺口需要大力推進(jìn)體制改革,包括實(shí)施“網(wǎng)運(yùn)分離一。理順價(jià)格體制;實(shí)行激勵(lì)性規(guī)制,消除行政壟斷;完善投資體制,促進(jìn)有效競(jìng)爭(zhēng)等關(guān)鍵詞SCP分析框架、供需缺口、高峰負(fù)荷定價(jià)、產(chǎn)業(yè)政策,勃臨K
