簡介:華東師范大學(xué)博士學(xué)位論文澳大利亞高等教育質(zhì)量保障模式研究以AUQA質(zhì)量審核為例姓名丁麗軍申請學(xué)位級別博士專業(yè)比較教育學(xué)指導(dǎo)教師吳剛20100501并對澳大利亞高等教育質(zhì)量保障運(yùn)動(dòng)的前景作了展望;論文第七章總結(jié)澳大利亞大學(xué)質(zhì)量署的基本特征,歸納了AUQA模式的可鑒之處。通過對AUQA質(zhì)量審核模式的機(jī)制與方法進(jìn)行全面的分析,本論文認(rèn)為AUQA從其運(yùn)作特征來說,具有鮮明的獨(dú)立性、中介性特點(diǎn),它既不代表政府行政也不代表高校的利益,卻能夠兼顧國家、政府、高校、社會及學(xué)生在高等教育質(zhì)量保障方面的利益與要求;從其保障模式來看,具有多元化復(fù)合性特點(diǎn),重視內(nèi)外部保障機(jī)制的結(jié)合;重視質(zhì)量檢查與質(zhì)量教育結(jié)合;從其審核操作模式來看,能夠采納當(dāng)今先進(jìn)的質(zhì)量管理理念,運(yùn)用較為科學(xué)的質(zhì)量保障工具與方法。因此論文最后提出AUQA質(zhì)量審核模式具有國際化、專業(yè)化、開放性、先進(jìn)性、學(xué)習(xí)性、發(fā)展性這幾大特色,而且對于我國的高等教育質(zhì)量保障體系的發(fā)展與完善,在提倡多元化質(zhì)量觀、踐行符合性質(zhì)量保障模式,根據(jù)不同類型院校的不同辦學(xué)目標(biāo),以不同的形式、標(biāo)準(zhǔn)與方法進(jìn)行多元化質(zhì)量保障方面,在其質(zhì)量審核工作人員隊(duì)伍專業(yè)化、多元化、國際化方面,在質(zhì)量審核具體操作技術(shù)的科學(xué)化、現(xiàn)代化、信息化方面、在高等教育質(zhì)量保障獨(dú)立中介機(jī)構(gòu)及其保障模式的功能與職責(zé)的法制化、常規(guī)化方面都具有較好的借鑒意義。關(guān)鍵詞高等教育,澳大利亞,質(zhì)量保障模式,質(zhì)量審核N

簡介:隨著信息技術(shù)在高等職業(yè)教育中應(yīng)用的日益廣泛和不斷深入,高等職業(yè)教育信息化的內(nèi)容已經(jīng)逐步從基礎(chǔ)設(shè)施的建設(shè)轉(zhuǎn)變?yōu)閿?shù)字化教學(xué)資源的建設(shè),數(shù)字化教學(xué)資源能為師生的教與學(xué)提供一個(gè)良好的網(wǎng)絡(luò)學(xué)習(xí)環(huán)境。因此研究和探索適合高等職業(yè)教育特色的教學(xué)資源建設(shè)方案在提高和改進(jìn)高等職業(yè)教育教學(xué)方法、優(yōu)化教學(xué)環(huán)境、提高教學(xué)質(zhì)量等方面都具有十分重要的意義。綜觀目前高等職業(yè)教育的教學(xué)資源建設(shè)現(xiàn)狀,發(fā)現(xiàn)雖然很多高職院校都建立了自己的教學(xué)資源庫,但是很多都沒有遵循教學(xué)資源建設(shè)的標(biāo)準(zhǔn),從而造成了資源共享和傳輸?shù)睦щy,在一定程度上阻礙了高等職業(yè)教育信息化的進(jìn)程。結(jié)合我國高等職業(yè)教育的特點(diǎn),本文提出了依據(jù)中國現(xiàn)代遠(yuǎn)程教育標(biāo)準(zhǔn)體系CELTS為標(biāo)準(zhǔn)依據(jù)的高等職業(yè)教育教學(xué)資源建設(shè)方案。全文共分四個(gè)部分,第一部分介紹了教學(xué)資源建設(shè)方面的相關(guān)概念并針對高等職業(yè)教育的特點(diǎn)對目前高等職業(yè)院校在教學(xué)資源建設(shè)中普遍存在的問題做了分析;第二部分分析了目前國內(nèi)外在教學(xué)資源建設(shè)方面的相關(guān)標(biāo)準(zhǔn)并明確了高等職業(yè)教育中教學(xué)資源建設(shè)應(yīng)該遵循的具體標(biāo)準(zhǔn);第三部分依據(jù)CELTS教學(xué)資源建設(shè)的相關(guān)標(biāo)準(zhǔn)提出了高等職業(yè)教育教學(xué)資源建設(shè)的總體思想及設(shè)計(jì)原則并從內(nèi)容、總體結(jié)構(gòu)和系統(tǒng)功能三個(gè)方面對高等職業(yè)教育教學(xué)資源系統(tǒng)做了分析與設(shè)計(jì);第四部分就教學(xué)資源建設(shè)中的關(guān)鍵技術(shù)和系統(tǒng)開發(fā)運(yùn)行環(huán)境做了分析,并針對高等職業(yè)教育中應(yīng)重點(diǎn)建設(shè)的視頻教學(xué)資源做了案例分析。

簡介:山東大學(xué)博士學(xué)位論文歐洲高等教育改革研究姓名尹毓婷申請學(xué)位級別博士專業(yè)國際政治指導(dǎo)教師劉玉安20090310山東人學(xué)博十學(xué)位論文紀(jì)八十年代末以來,受到知識經(jīng)濟(jì)發(fā)展和高等教育國際化的影響,歐洲國家通過國家間合作的方式對各國的高等教育進(jìn)行改革,以促進(jìn)歐洲范圍內(nèi)高等教育質(zhì)量的整體發(fā)展和國際競爭力的增強(qiáng),這就是歐洲的波倫尼亞進(jìn)程。從1999年的波倫尼亞論壇開始,歐洲國家共召開了5次部長會議,逐步確定了歐洲高等教育改革的目標(biāo)和內(nèi)容。波倫尼亞宣言中確定的目標(biāo)是到2010年建立歐洲高等教育區(qū),隨后隨著歐盟理事會“里斯本戰(zhàn)略“的制定,波倫尼亞進(jìn)程逐漸將發(fā)展歐洲的高等教育與增強(qiáng)歐洲的經(jīng)濟(jì)競爭力聯(lián)系起來,提出了要建設(shè)知識型的歐洲。通過這幾次的部長會議,波倫尼亞進(jìn)程進(jìn)一步確定了十項(xiàng)行動(dòng)主線,并制訂了加強(qiáng)高等教育與經(jīng)濟(jì)發(fā)展聯(lián)系的目標(biāo),致力于加強(qiáng)歐洲各國高等教育的合作,為歐洲的知識經(jīng)濟(jì)發(fā)展儲備豐富的人力資源。歐洲各國在這一進(jìn)程中通過召開國際會議、簽署共同協(xié)議等形式相互協(xié)調(diào),逐步向?qū)崿F(xiàn)建設(shè)歐洲高等教育區(qū)這一目標(biāo)邁進(jìn)。隨著波倫尼亞進(jìn)程的發(fā)展,許多政府間組織和非政府組織也參與到這一進(jìn)程中來,波倫尼亞進(jìn)程的制度結(jié)構(gòu)也不斷完善。經(jīng)過十年的發(fā)展,波倫尼亞進(jìn)程在全球、歐盟、國家和地區(qū)層次上都取得了一定的進(jìn)展。在全球?qū)哟紊?,由于波倫尼亞進(jìn)程在發(fā)展過程中所涉及的內(nèi)容和范圍不斷擴(kuò)展,其對越來越多的組織和機(jī)構(gòu)產(chǎn)生了影響。歐洲理事會、聯(lián)合國教科文組織、經(jīng)合組織、歐洲大學(xué)聯(lián)盟、歐洲高等教育機(jī)構(gòu)聯(lián)盟以及歐洲學(xué)生聯(lián)盟是參與波倫尼亞進(jìn)程的主要政府間和非政府間組織。在歐盟層次上,波倫尼亞進(jìn)程表現(xiàn)出與歐盟的互動(dòng)關(guān)系。波倫尼亞進(jìn)程促進(jìn)了歐盟高等教育領(lǐng)域政策的發(fā)展,而歐盟對波倫尼亞進(jìn)程起到了支持和促進(jìn)作用。歐洲國家的高等教育改革進(jìn)程逐漸從原來自發(fā)的政府間承諾與合作中發(fā)展出一種較為制度化的統(tǒng)一的高等教育政策。在歐盟的機(jī)構(gòu)設(shè)置中,歐盟委員會與波倫尼亞進(jìn)程聯(lián)系最為緊密。隨著波倫尼亞進(jìn)程發(fā)展,歐盟委員會的作用不斷上升并成為波倫尼亞進(jìn)程的補(bǔ)充正式成員,歐盟委員會對波倫尼亞進(jìn)程提供財(cái)政支持和政策指導(dǎo),并在歐盟范圍內(nèi)對各國的高等教育合作進(jìn)行協(xié)調(diào)。而波倫尼亞進(jìn)程與歐盟理事會“里斯本戰(zhàn)略“的融合則確定了密切高等教育與經(jīng)濟(jì)部門聯(lián)系,提高歐洲高等教育畢業(yè)生就業(yè)率的目標(biāo),將歐洲國家的高等教育改革與知識經(jīng)濟(jì)緊密聯(lián)系在~起,確定了歐洲高等教育合作的經(jīng)濟(jì)發(fā)展向度。歐洲高等教育質(zhì)量保證網(wǎng)絡(luò)和國家學(xué)術(shù)互認(rèn)信息中心網(wǎng)絡(luò)作為歐盟下設(shè)的專門性機(jī)構(gòu)則對波倫尼亞具體政策的實(shí)施起到了促進(jìn)作用。2
