簡(jiǎn)介:提要21世紀(jì)知識(shí)經(jīng)濟(jì)時(shí)代正在到來(lái),知識(shí)老化的速度加快,國(guó)際化、動(dòng)態(tài)化市場(chǎng)競(jìng)爭(zhēng)日益激烈,一切組織和個(gè)人,只有持續(xù)學(xué)習(xí)才能不斷適應(yīng)這種形勢(shì),實(shí)現(xiàn)創(chuàng)新和成長(zhǎng)?,F(xiàn)代企業(yè)的竟?fàn)幰粋€(gè)很重要的因素是學(xué)習(xí)力的競(jìng)爭(zhēng),在這個(gè)變化越來(lái)越迅速的時(shí)代,唯一持久的優(yōu)勢(shì)就是有能力比你的競(jìng)爭(zhēng)對(duì)手學(xué)習(xí)得更快。要實(shí)現(xiàn)企業(yè)的可持續(xù)發(fā)展,就要將企業(yè)建成一個(gè)學(xué)習(xí)型的組織。中國(guó)加入世界貿(mào)易組織之后,航空運(yùn)輸市場(chǎng)將進(jìn)一步對(duì)外開(kāi)放。對(duì)于我國(guó)脆弱的民航運(yùn)輸企業(yè)來(lái)說(shuō),機(jī)遇與挑戰(zhàn)并存。本文針對(duì)這一形勢(shì),運(yùn)用學(xué)習(xí)型組織的相關(guān)理論為國(guó)內(nèi)航空運(yùn)輸企業(yè)如何在新的競(jìng)爭(zhēng)環(huán)境下生存發(fā)展提出相關(guān)對(duì)策。有著55年歷史的中國(guó)民航,由于長(zhǎng)期的軍事化管理、行政千預(yù)和壟斷經(jīng)營(yíng),所屬企業(yè)的競(jìng)爭(zhēng)能力十分低下。民航重組使得行業(yè)內(nèi)部格局發(fā)生了變化,同時(shí)天空開(kāi)放、代碼共享以及全球性的航空公司戰(zhàn)略聯(lián)盟等又使得我國(guó)航空運(yùn)輸企業(yè)短期內(nèi)就將面臨激烈的國(guó)際競(jìng)爭(zhēng)。本文通過(guò)對(duì)我國(guó)航空運(yùn)輸企業(yè)的成本、企業(yè)管理、服務(wù)質(zhì)量與公司品牌等關(guān)鍵戰(zhàn)略要素的分析發(fā)現(xiàn),我國(guó)航空運(yùn)輸企業(yè)存在著諸如政企不分、人員冗余、成本過(guò)高、盈利能力弱、管理水平低、服務(wù)質(zhì)量差、缺乏適合自己特點(diǎn)的企業(yè)文化等問(wèn)題,而之所以產(chǎn)生這些問(wèn)題,主要是由于自身所具有的國(guó)有企業(yè)的典型特征。根據(jù)相關(guān)的學(xué)習(xí)型組織理論,本文提出了可以通過(guò)在企業(yè)內(nèi)建立學(xué)習(xí)型組織來(lái)提高企業(yè)的管理水平和服務(wù)質(zhì)量,從而提高企業(yè)的竟?fàn)幠芰?,并提出了在民航運(yùn)輸企業(yè)中構(gòu)建學(xué)習(xí)型組織的措施領(lǐng)導(dǎo)者角色轉(zhuǎn)換,組織結(jié)構(gòu)扁平化,推行自主管理,培育學(xué)習(xí)型組織文化本文最后部分以海南航空集團(tuán)公司作為案例,對(duì)中國(guó)航空運(yùn)輸企業(yè)創(chuàng)建學(xué)習(xí)型組織的對(duì)策進(jìn)行了論證研究。關(guān)鍵詞航空公司學(xué)習(xí)型組織組織結(jié)構(gòu)組織變革第一章緒論隨著我國(guó)市場(chǎng)經(jīng)濟(jì)體系進(jìn)一步完善以及航空市場(chǎng)的逐步開(kāi)放,中國(guó)的航空運(yùn)輸企業(yè)將要面臨來(lái)自國(guó)際全球性航空聯(lián)盟和國(guó)內(nèi)其他運(yùn)輸行業(yè)企業(yè)的沖擊。如何提高中國(guó)航空運(yùn)輸企業(yè)的競(jìng)爭(zhēng)能力與之抗衡,成為當(dāng)前墾需解決的一大課題。本章通過(guò)闡述中國(guó)民航的發(fā)展和現(xiàn)狀,以及中國(guó)航空運(yùn)輸企業(yè)存在的問(wèn)題,提出本文的選題意義和研究框架。第一節(jié)研究背景一、中國(guó)民航發(fā)展概況1949年11月2日中國(guó)民航局成立,隸屬于中央軍委,同年11月9日,中國(guó)航空公司和中央航空公司的兩千多名員工毅然起義,共有12架飛機(jī)由香港飛抵京津,為開(kāi)創(chuàng)新中國(guó)民航事業(yè)做出了重要貢獻(xiàn)。1969年11月,為保證民航的正常運(yùn)行,國(guó)務(wù)院、中央軍委對(duì)民航體制做出重大調(diào)整把民航劃歸中國(guó)人民解放軍建制,成為空軍的組成部分。1980年2月鄧小平提出“民航一定要企業(yè)化”,民航改革邁出了第一步。民航的改革大體分兩個(gè)階段第一階段,1980年到1986年。主要內(nèi)容是,改變領(lǐng)導(dǎo)體制,走企業(yè)化道路。第二階段,1987以后,主要內(nèi)容是,以政企職能分開(kāi)、單一的民航經(jīng)營(yíng)機(jī)構(gòu)劃分為多家航空公司為特征的管理體制改革。民航總局從1980年3月15日起,不再歸空軍代管,其工作向國(guó)務(wù)院請(qǐng)示報(bào)告,結(jié)束了此前以軍隊(duì)領(lǐng)導(dǎo)為主的政企合一的半軍事化狀態(tài)1987年1月民航管理體制按照“政企分開(kāi)、簡(jiǎn)政放權(quán)”的原則進(jìn)行管理局、航空公司和機(jī)場(chǎng)分設(shè)的改革,將民航局、地區(qū)管理局、省市、區(qū)局、航空站4級(jí)管理改為民航局和地區(qū)管理局兩級(jí)管理,組建6個(gè)國(guó)家骨干航空公司,并將機(jī)場(chǎng)和航務(wù)管理分開(kāi)。據(jù)此,民航系統(tǒng)有計(jì)劃、有步驟地進(jìn)行了管理體制改革,到1991年4月1日,民航總局直屬?lài)?guó)際、東方、南方、西南、西北、北方等六大骨千航空公司全部正式成立,并成立了中國(guó)航空油料集團(tuán)公司、中國(guó)航材進(jìn)出口有限公司、民航結(jié)算中心和計(jì)算機(jī)中心。隨著中國(guó)正式加入WTO歐美等國(guó)的大型航空公司將逐步進(jìn)入中國(guó),長(zhǎng)期行政性壟斷市場(chǎng)的國(guó)內(nèi)航空公司將面臨生死存亡的考驗(yàn)。為了應(yīng)對(duì)國(guó)外航空公司進(jìn)入中國(guó)市場(chǎng)形成的
