簡(jiǎn)介:上海師范大學(xué)碩士學(xué)位論文亞洲政治社會(huì)轉(zhuǎn)型中的非營(yíng)利組織基于社會(huì)發(fā)展的視角及啟示姓名王曦梅申請(qǐng)學(xué)位級(jí)別碩士專業(yè)行政管理指導(dǎo)教師甘峰20070401摘要非營(yíng)利組織是一個(gè)頗為熱門的研究領(lǐng)域,國(guó)內(nèi)研究一般把非營(yíng)利組織作為市民社會(huì)的一個(gè)側(cè)面加以論述,例如,中國(guó)公民社會(huì)研究,或者歐洲及東亞市民社會(huì)研究中都能夠體現(xiàn)出這一研究特點(diǎn)。然而,本文的創(chuàng)新之處在于把非營(yíng)利組織的研究引入一個(gè)比較的結(jié)構(gòu)框架,即20世紀(jì)80年代亞洲的市民社會(huì)與17~18世紀(jì)歐美市民社會(huì)的比較中展開其非營(yíng)利組織的研究。當(dāng)代語(yǔ)境中的非營(yíng)利組織起源于歐洲,最初的概念是指市民社會(huì)內(nèi)部、一種內(nèi)發(fā)的變化過(guò)程,是在摧毀封建社會(huì)身份制和等級(jí)制、以及在市場(chǎng)經(jīng)濟(jì)發(fā)展過(guò)程中擺脫地緣、血緣束縛的自我發(fā)展過(guò)程?!笔兰o(jì)在德國(guó)普魯士地區(qū)的采礦業(yè)中,已經(jīng)形成了比較著名的礦工協(xié)會(huì)、疾病保險(xiǎn)機(jī)構(gòu)等組織;在美國(guó),社會(huì)中多元化的志愿組織教會(huì)、社區(qū)團(tuán)體、公民組織等對(duì)社會(huì)轉(zhuǎn)型以及建立北美民主制度有特別的貢獻(xiàn)。無(wú)可置疑,非營(yíng)利組織的自我發(fā)展充分展示了市民社會(huì)理性的發(fā)展過(guò)程。市民社會(huì)理性的發(fā)展,在其發(fā)展過(guò)程中卻向國(guó)家理性以及權(quán)力體系的依存轉(zhuǎn)換,以國(guó)家理性為背景的帝國(guó)主義資本積累體制向西歐以外地域擴(kuò)展,并向殖民地滲透。20世紀(jì)30年代在世界經(jīng)濟(jì)危機(jī)中產(chǎn)生的集權(quán)式政府是國(guó)家對(duì)經(jīng)濟(jì)高度干預(yù)的產(chǎn)物。第二次世界大戰(zhàn)后的歐美國(guó)家整體發(fā)展戰(zhàn)略顯現(xiàn)了以國(guó)家理性為主導(dǎo)的經(jīng)濟(jì)增長(zhǎng)過(guò)程。20世紀(jì)50年代,亞洲國(guó)家紛紛獨(dú)立,西方國(guó)家政府主導(dǎo)的發(fā)展戰(zhàn)略波及亞洲國(guó)家。以“世界工廠”著稱的亞洲國(guó)家,經(jīng)濟(jì)快速增長(zhǎng)的秘訣在于政府對(duì)經(jīng)濟(jì)過(guò)程的廣泛介入,權(quán)力對(duì)資源配置和收入分配的高度干預(yù)。顯然,這是一種“威權(quán)政治”模式的民主政制,而基于“威權(quán)政治”基礎(chǔ)上的工業(yè)化是一種“經(jīng)濟(jì)增長(zhǎng)至上”的發(fā)展模式,經(jīng)濟(jì)增長(zhǎng)沒(méi)有與社會(huì)發(fā)展同步。根據(jù)世界銀行2000~2001年的報(bào)告,全世界貧困人口的3/4居住在亞洲。對(duì)國(guó)家主導(dǎo)的“經(jīng)濟(jì)增長(zhǎng)型社會(huì)”反思,非營(yíng)利組織推進(jìn)了亞洲市民社會(huì)的興起。然而,與18世紀(jì)市民社會(huì)不同的是,亞洲市民社會(huì)是在對(duì)國(guó)家主導(dǎo)的經(jīng)濟(jì)增長(zhǎng)模式反思的基礎(chǔ)上產(chǎn)生。所以,亞洲的非營(yíng)利組織一方面繼承了18世紀(jì)歐洲非營(yíng)利組織的特征,然而,在其產(chǎn)生的背景、行動(dòng)目標(biāo)方面又與18世紀(jì)歐
