簡(jiǎn)介:遼寧師范大學(xué)碩士研究生學(xué)位論文論文題目縣市區(qū)域?qū)用娴纳鷳B(tài)環(huán)境質(zhì)量評(píng)價(jià)與規(guī)劃研究以F河市為例研究生湯姿指導(dǎo)教師尹懷寧教授學(xué)科專(zhuān)業(yè)自然地理學(xué)年級(jí)2002級(jí)遼寧師范大學(xué)研究生部縣市區(qū)域?qū)用娴纳鷳B(tài)環(huán)境質(zhì)量評(píng)價(jià)與規(guī)劃研究1研究綜述11研究目的及意義環(huán)境與發(fā)展問(wèn)題已成為當(dāng)今社會(huì)普遍關(guān)注的重大問(wèn)題。生態(tài)環(huán)境是人類(lèi)社會(huì)生存與發(fā)展的基礎(chǔ),其質(zhì)量的好壞,直接影響工農(nóng)業(yè)生產(chǎn)建設(shè)和人民生活質(zhì)量,進(jìn)而制約著社會(huì)經(jīng)濟(jì)的發(fā)展。保護(hù)和建設(shè)好生態(tài)環(huán)境,實(shí)施可持續(xù)發(fā)展戰(zhàn)略,是我國(guó)現(xiàn)代化建設(shè)中必須堅(jiān)持的一項(xiàng)基本國(guó)策。區(qū)域生態(tài)環(huán)境是區(qū)域經(jīng)濟(jì)社會(huì)可持續(xù)發(fā)展的核心和基礎(chǔ)。生態(tài)環(huán)境評(píng)價(jià)的根本目的就是監(jiān)測(cè)和評(píng)估特定區(qū)域生態(tài)環(huán)境系統(tǒng)結(jié)構(gòu)在人類(lèi)和自然因素共同作用下的變化狀態(tài)和變化規(guī)律為生態(tài)環(huán)境保護(hù)和規(guī)劃提供決策依據(jù)。本著因地制宜的原則,從可持續(xù)發(fā)展的角度出發(fā),對(duì)區(qū)域生態(tài)質(zhì)量進(jìn)行綜合評(píng)價(jià),在充分分析環(huán)境問(wèn)題的基礎(chǔ)上,尋求改善和提高生態(tài)環(huán)境質(zhì)量的方法和途徑,以協(xié)調(diào)社會(huì)經(jīng)濟(jì)發(fā)展與生態(tài)環(huán)境保護(hù)之間的平衡關(guān)系,對(duì)于本地區(qū)生態(tài)環(huán)境的保護(hù)和建設(shè),以及區(qū)域內(nèi)社會(huì)、經(jīng)濟(jì)與資源、環(huán)境的可持續(xù)發(fā)展都具有重要意義。同時(shí)也為制定區(qū)域生態(tài)環(huán)境規(guī)劃措施提供科學(xué)依據(jù),及為有關(guān)部門(mén)制定各種政策提供必要的信息支持。當(dāng)前在生態(tài)環(huán)境研究領(lǐng)域。生態(tài)環(huán)境質(zhì)量評(píng)價(jià)和規(guī)劃在以大城市為中心的研究取得了長(zhǎng)足進(jìn)展,但是對(duì)于縣市級(jí)區(qū)域的生態(tài)質(zhì)量評(píng)價(jià)尚很薄弱。這是因?yàn)樘卮蟪鞘谢虼蟪鞘惺且粋€(gè)地區(qū)政治、經(jīng)濟(jì)和文化的中心,由于社會(huì)經(jīng)濟(jì)的發(fā)展導(dǎo)致了城市生態(tài)環(huán)境問(wèn)題比較突出,主要表現(xiàn)在環(huán)境污染方面,因而生態(tài)質(zhì)量評(píng)價(jià)以及后期的生態(tài)城市建設(shè)研究多集中在這些生態(tài)問(wèn)題突出、并且研究基礎(chǔ)較好的地市級(jí)區(qū)域?qū)用妗H欢谖覈?guó),縣市級(jí)地域遼闊,往往是中心城市生產(chǎn)和生活的能源、物質(zhì)供應(yīng)基地、以及所賴(lài)以生存的生態(tài)環(huán)境背景。從系統(tǒng)論的思想來(lái)看,縣級(jí)區(qū)域?qū)用娴纳鷳B(tài)環(huán)境質(zhì)量不僅關(guān)系到本區(qū)域的生態(tài)安全問(wèn)題,同時(shí)也必然對(duì)中心城市產(chǎn)生重大影響。所以在重視中心城市生態(tài)問(wèn)題的同時(shí),也必須重視其周邊區(qū)域的生態(tài)研究。本文從當(dāng)前生態(tài)環(huán)境研究現(xiàn)狀出發(fā),選擇縣級(jí)區(qū)域?qū)用娴纳鷳B(tài)環(huán)境質(zhì)量為切入點(diǎn)進(jìn)行研究,力圖為我國(guó)開(kāi)展縣級(jí)市生態(tài)環(huán)境區(qū)域評(píng)價(jià)和規(guī)劃提供借鑒。莊河市為大連市的一個(gè)縣級(jí)市,南臨黃海,北部為遼東丘陵山地的一部分,地勢(shì)由南向北逐次升高,生態(tài)環(huán)境復(fù)雜,生物多樣性豐富。莊河地區(qū)的自然地理環(huán)境和生態(tài)功能,在大連市和遼東半島地區(qū)有著重要的區(qū)域生態(tài)環(huán)境作用;北部低山丘陵地區(qū)是大連市植被最為繁茂的地區(qū)。同時(shí)也是眾多河流的發(fā)源地,為重要的林、蠶基地;南部治海平原則為大連市重要的糧食生產(chǎn)基地及土地后備資源儲(chǔ)備地區(qū);沿海則分布著大面積的灘涂,為發(fā)展水稻生產(chǎn)和海產(chǎn)養(yǎng)殖業(yè)提供了廣闊的前景;海島則是重要的海洋水產(chǎn)業(yè)基地;同時(shí)境內(nèi)碧流河水庫(kù)和英那河水庫(kù)擔(dān)負(fù)著向大連市供水的任務(wù),是大連市的水源地。因此,保持良好的生態(tài)環(huán)境不僅是發(fā)展區(qū)域經(jīng)濟(jì)、實(shí)現(xiàn)本地區(qū)可持續(xù)發(fā)展的重要基礎(chǔ),也關(guān)系到大連市乃至遼東半島地區(qū)經(jīng)濟(jì)發(fā)展和生態(tài)安全問(wèn)題。莊河市依托大連市這一中心城市,目前正面臨著建設(shè)“大大連”和“振興東北老工2
