5、 affectmg the fast development of the physical educational quality. II. THE DEVELOPMENT OF PHYSICAL EDUCATIONAL QUALITY CONTROLLING SYSTEM OF HIGHER EDUCATION INS TITUTI ONS Establishing the basic control mode of p
6、hysical educational quality controlling system: the evaluation of undergraduate course teaching level as part of the education administrative functions, the evaluation system is statutory, mandatory, authoritative an
7、d normative; various colleges and universities have established Evaluation Office evaluation teams and other grass-roots organizations i? succession to devote actively to working. At present, the physical educa
8、tional quality controlling system is subordinate to each college and university; it is the same with the teaching appraisal, demanding to establish the macroscopic basic control model of national physical educat
9、ional quality controlling system, which has universal guiding sense [5,6] to the implementation of the physical educational quality controlling system for each ordinary college and university, and forms the programmat
10、ic mode blueprint to effectively promote and regulate the implementation of the physical educational quality controlling system. Establishing the common control objectives of educational administrative dep
11、artments and accurately releasing tasks: organization departments of physical educational quality control must constitute control objectives in accordance with the general objective of improving educational quality,
12、and perform the objectives decomposition to form a series of operable specific objectives of various levels and departments and to establish common and macroscopic objectives systems for colleges and universities. Wh
13、at needs to be clear is that, because the educational quality itself constantly changes with the times requirements, constituted objectives of controlling ?rganization should also be adjusted dynamically. Therefore
14、, It should follow the macroeconomic guidanciality of overall control objectives, combining with basic situations of each college and university to develop implementation objectives of distinctive physical educationa
15、l quality controlling system. Focus on monitoring and evaluation of physical educational quality controlling process of higher educational institutions: running conditions of operating physical educational quality co
16、ntrolling procedure of each higher educational institution, and whether really serving for the improvement of physical educational quality in the implementation process are mainly checked by educational administrat
17、ive departments. Measures include the following: setting up expert quality evaluation teams with the grouping shift system to irregularly spot check; according to the school classification (e.g.: per the classifica
18、tion of researching institutions, teaching institutions and professional institutions) to constitute specific measures for quality control, propose different quality requirements; at the same time, encourage and
19、develop social intermediary assessment organization (e.g., academic discipline associations, and expert assessment teams of related enterprises, etc.) to actively participate in accreditation activities of physic
20、al educational quality controlling system of higher educational institutions. Strengthening the inter-coordination between macro intermediary perspective, and micro control organizations? emphasizing the internal
21、 control organizations of higher educational institutions to form mutual trust and mutual consultation and information sharing between superior and subordinate organizations, longitudinal and lateral organization
22、s, horizontal and diagonal cross organizations. It mainly aims at the national higher educational administrative service department to establish the corresponding state-level organizations and agencies, and establishe
23、s successively the internal information acceptance organization, the transmission organization in higher educational institutions and so on, to transmit to lower levels issued related information source of physic
24、al educational quality control one by one; establishes the information sharing platform in the internal of each level of organizations to carry on the transmission and exchange of information: each college and univer
25、?ity must receive the information from higher authonty through delegating information officers and other forms, to rapidly accept the information, and accurately transmit to the basic-level organization, as well as c
26、onveniently develop the work. Fully playing subjective initiative of physical educational quality control main body: fully playing subjective initiative of physical educational quality control main body is the key of
27、 effectively implementing the control system, mainly throug? ?raining the control ability of control main body, constrammg control behaviors of control main body, enhancing credibility and integrity degree of control
28、main body such as leaders, teachers, students as well as related staff, etc.. Constraining control behaviors is the essential supplement of training and enhancing the control ability of control main body, and is the
29、external power to impel the control main body to play subjective initiative. It embarks from the nature consciousness to train the control ability of physical educational quality control main body: the control abilit
30、y is needed to be formed and trained gradually in the long-term teaching activities; therefore it has the plasticity, whose training should be paid attention on the long-term characteristic and the endurance. It is ma
31、inly through strengthening educational training, enhancing controlling awareness and improving teachers' control enthusiasm; sets educational scene, exercise and assessment of teachers' sensitivity in the tea
32、ching process and students' learning response to enhance the ability of self-feedback and evaluation; through philosophy, psychology and other basic disciplines to carry on the basic training of schools, training
33、 dialectical thinking and introspection thinking ability for control main body, at the same time enhancing the guidance work of a series of process like learning, inspection, improvement and further introspection. Con
