3、the8%EuropeanaverageKyototargetftheperiod19902008overthelast30yearsthisinemissionlevelshasreached50%i.e.a“fact2“result.Thishasbeenachievedbyimplementingenergysavingsimprovementsofyieldnewprocessdevelopmentswithanemphasis
4、onusingevermescrapeitherintheBlastFurnace(BF)routewherescrapadditiontothelevelof250kgpertonofsteelhasbecomethenmbyreplacingBFironbasedmillsbyEAFscrapbasedmills.OfcoursealltheSteelMillsinthewlddonotyetoperateatthislevelof
5、excellencethereisasignificantpotentialofreducingGHGemissionsbyextendingtheuseofthebestenergysavingtechnologiesmeglobally.Thisisashttermpriitythatoughttobeimplementedduringthetimewhenlongertermsolutionsarebeingdeveloped.2
6、WhatprobablematesfreductionTheClimateChangepicturewhichisputfwardbytheIPPCCfexample[3]fecastsafuturewhereGlobalWarmingiscertainbutnotitsmagnitudebecausefutureemissionsdependonwhichtechnologiespolicieswillbeimplementedbec
7、auseclimatemodelshavealsotheiruncertainties.InEuropewherearathermilitantapproachontheissuehasbeenadoptedbothbytheCommissionbycountrygovernmentsthetargetsareafact4reductioninemissionsby2050inEuropeitselfwhichoughttoguaran
8、teeaccdingtotheClimateScientist[3]450ppmofCO2intheatmosphereby2050atemperatureincreaseofnomethan2Cascomparedtotoday.“Fact4”(F4)targetsareverydemingastheyaremeanttofcechangeinallGHGgeneratingsects.Economistshavemodeledthe
9、consequencesofsuchapolicyintermsofprimaryenergydemsasshowninFigure2:ratherthananincreaseinenergydemthatwouldbepredictedfabusinessasusualscenarioanF4scenarioexhibitsadecreaseindemareductionintheconsumptionofcoalotherfossi
