3、ience and technology finance in China is still low. As the pilot city, there are still many problems in Qingdao in the development of science and Technology Finance. Therefore, improving the efficiency of science and tec

4、hnology finance is of great significance to the economic development of Qingdao. Based on the perspective of the financial efficiency of science and technology, this paper makes a comparative analysis of the model and ef

5、ficiency of science and technology finance in Qingdao, and puts forward a series of countermeasures and suggestions on the factors that affect its efficiency. The previous definition for the technology and efficiency of

6、the financial and analysis of domestic and foreign advanced technology combined with the current situation of the Qingdao City financial model, pointed out that the Qingdao Municipal Science and technology development in

7、 the financial financing and risk prevention capacity, low leverage and financial problems such as lack of technology products and brands. Further using DEA-Tobit two step methods, measure technology and financial effici

8、ency from the financial input and output of science and technology two aspects, and make an empirical analysis on Influencing Factors of Qingdao science and technology financial efficiency from the perspective of three e

9、nterprises, financial intermediaries, and government. The empirical results show that, the Qingdao Municipal Science and technology financial efficiency is low; the market did not fully play a role; the government on sci

10、ence and technology to support the development of financial efficiency is low. Based on theoretical and Empirical Analysis on the results of the Qingdao Municipal Science and technology , this paper puts forward the foll

11、owing policy recommendations from three governments, financial institutions and enterprises: the government should play a guiding and service function, adjust and optimize the financial investment in the allocation of re

12、sources; science and technology financial services financial institutions; the enterprise should promote the transformation of scientific and technological achievements, to improve the ability of innovation, outstanding
