3、ptcompetitionfactssuchashinterlsizephysicalinfrastructure.Howevertherearefewempiricalstudiesinvestigatingthedegreetowhichparticularptactsarecapableofingthemselvesintoglobalsupplychains.Inthisarticleweaskwhatfactsconditio
4、nthesupplychainstrategiesofptacts.Wehypothesizethatthestrategicsupplychainchoicesofaptauthityoperatareconditionedbytheterritializedinstitutionalframewkinwhichthedominantactsinaptoperate.Weapplytheseinsightsthroughacasest
5、udyofthetransfmationofDubaiPtAuthitytheriseofDubaiPtsWld(DPW).KeywdsSupplychainsStrategyDubaiPtsStructureofprovisionIntroductionTheriseofglobalproductionwks(GPN)hasbeenaccompaniedbytheemergenceofanewclassofactontheglobal
6、economicstagetheglobaltransptationlogisticsoperatingfirm(Dicken2003).Byvirtueoftheirpowertoganizecodinateevenshapedistributionsystemsthatlinksitesofglobalproductionconsumptiontheseairlinesshippinglineslogisticsproviderso
7、theractsareattractingconsiderableinterestamongeconomictransptationgeographers(Halletal.2006HesseRodrigue2006).Oneplacewherethepowerinfluencelimitationsofthenewclassofglobalactsareclearlyon3shipperscarriersptoperatspublic
8、authities.Inturnastheseactsprovidecriticallogisticalservicesptsbecomesitesatwhichglobalsupplychainsmaybecometerritiallyembedded.Ourhypothesisisthatthenatureoftheterritialrelationsoftheptconditionsthesupplychainstrategyof
9、keydominantptactsconsequentlythept’sabilitytobecomeembeddedinglobalsupplychains.InmakingthisargumentwefollowtherelationalperspectiveofHendersonetal.(2002)whorecognizethatGlobalProductionwks(GPN)arenotmerelylocatedinparti
10、cularplaces.InsteadGPNsbecometerritiallyembeddedinthesensethattheyareenabledconstrainedbytheprevailingeconomicactivitiessocialdynamicsthatalreadyexitsinthoseplaces:“Fromadevelopmentpointviewthenthemodeofterritialembedded
11、nessthedegreeofaGPNfirm’scommitmenttoparticularlocationisanimptantfactfvaluecreationenhancementcapture”(Hendersonetal2002p.459).Thusthisargumentturnsonatwowayinteraction:atthesametimethatkeyptactsasterritializedservicepr
12、ovidersneedtoembedthemselvesintosupplychainsindertosafeguardstrengthentheircompetitivepositions‘footloose’firmsoperatinginsupplychainsneedtobesensitiveabouttheimplicationsfvaluecreationoftheterritializedinstitutionalstru
13、ctureofptswithinwhichtheybecomeembedded.ThispapermakesafirstattempttoexplethisrelationshipbyfocusingonDubaiPtsthetransfmationofitspublicptauthityintoatransnationalterminaloperat.Thepaperisstructuredasfollows.Inthenextsec
14、tionwefocusonthegeneraldebateabouttheembeddednessofptswithinsupplychainswhatthisimpliesfptstrategies.Inthethirdsectionweconstructamodeltoinvestigatetheseptstrategieswithintheterritiallyinstitutionallyembeddedstructuresin
15、whichptsoperatebymakinguseofthestructureofprovisionapproach(SOP)(Jacobs2007b).TheconceptualmodelisthenappliedtothecaseofDubai.IntheperiodbetweenFebruaryMay2005theleadauthconductedover15indepthinterviewswithptgovernmentof
16、ficialsinDubaiKhFakkanaswellaswithptusers.Respondentswereidentifiedthroughdesktopresearchusingasnowballsamplingtechniqueadditionalinterviewswereconducteduntiltheresearcherwasconfidentthathewasnotlearningnewcontradictyinf
