4、全球金融危機的背景下,就業(yè)率的下降,失業(yè)率的上漲是不可避免的。2009年,全球有近611萬大學畢業(yè)生,大學生就業(yè)問題已成為全國社會和學校的焦點。截止目前,金融危機的影響使我國就業(yè)形勢非常嚴峻,大學生的就業(yè)壓力大增。各級政府把做好大學生的就業(yè)工作擺在了第一位,紛紛采取有效措施,鼓勵大學生創(chuàng)業(yè)。與此同時,各大學也大力提倡大學生創(chuàng)業(yè),并培養(yǎng)他們的創(chuàng)新創(chuàng)業(yè)意識,還為他們營造一個良好的創(chuàng)業(yè)環(huán)境并提供機會。創(chuàng)新創(chuàng)業(yè)不僅可以解決就業(yè)問題,而且可以擴大
5、就業(yè)、增大就業(yè)機會,從而大大降低失業(yè)率。這于個人、家庭乃至整個社會都是互惠互利的。</p><p> 據(jù)調(diào)查,2008年,研究生中創(chuàng)業(yè)的比例為1%,接近于2007年的1.2%。而今年,這一比例為1.94%,雖然有所增長,但與其他發(fā)達國家相比還是有一定的差距。因此,提高大學生的創(chuàng)業(yè)意識是非常重要的。</p><p> 1995年,聯(lián)合國教科文組織(聯(lián)合國教育科學及文化組織)在“關(guān)于高等教
6、育的轉(zhuǎn)型和發(fā)展政策性文件”中對未來世界就業(yè)形勢做了展望:在“學歷=工作”不在合適的時候,那時的高等教育畢業(yè)生將不僅僅是一個求職者,還將是一個成功的企業(yè)家及就業(yè)的開創(chuàng)者。1999年10月,在中國第三屆國家教育工作會議上,中國國家主席江澤民發(fā)表講話,提出要幫助大學生培養(yǎng)創(chuàng)業(yè)意識和能力,通過教育部門的努力,在不同的行業(yè)建立更多的企業(yè),從而為社會提供更多的就業(yè)機會。</p><p><b> 設(shè)計背景<

21、the unemployment rate’s increasing is inevitable. In 2009, there’re approximately 6,110,000 university graduates all of the nation, the national university students’ employment becomes the social and the school’s focus.
22、At the present, affected by the international financial crisis, our country employment situation is very grim, the graduate’s pressure increases, government agencies at all levels put</p><p> encourages the
23、 graduate, raises their consciousness of innovative undertaking, builds a good environment and provides opportunities for them. Innovative undertaking</p><p> not only can solve the problem of the employmen
