2、power brownouts being enforced in most areas in China, an important job for the power sector is to make out a scientific plan of the power restriction. A desirable project of the power cut could enhance the reliability o

3、f the distribution network, lessen the areas of power cut and improve the security and stability of the power system. The author of this thesis, basing his research on the GIS system of the distribution network in Jiaozu

4、o, has developed the most desirable module of the power cut and, with the powerful administrative capacity of GIS in the spatial data, analyzing ability of the topology network as well as the improved genetic algorithm,

5、the paper has worked out the optimal scheme of the power failure, which would be a favorable supplement to the present automation of the distribution network. Four parts was included in the paper. Firstly, it introduced

6、the features of the distribution network data, put out the data module of the GIS distribution network, explained the data sheet and information encoding employed in this system and thus lays a foundation for the analysi

7、s of the distribution network with the strong analyzing ability of ArcGIS typology net. In the second part, the author distinguished the distribution network model and the generating system; expound the classification an

8、d features of the power cut of the distribution network. Moreover, in this part the paper also present the power cut in most areas in our country and the index of the reliability of the distribution network, proposes a r

9、elatively dependable evaluation system and establishes a mathematical model aiming at figuring out the relatively reliable power supply. In the third place, the meritocratic choice strategy and the improved genetic opera

10、tors in the genetic algorithm are adopted to convert the objective function to the fitness function in the genetic algorithm. At last, the optimal scheme of the power cut in the GIS system is put out and the result is ex

11、amined. Example of the results showed that: improved genetic algorithm can effectively solve the problem of optimal power failure the program through the calculation of the relative reliability of greatly increased compu
