4、ests of victims, which is a work with comprehensive benefits, bringing profit to our country and the people. Food security is closely related to people's health and safety. In recent years, the food security accident

5、s occurred again and again. In a considerable number of accidents, due to inadequate legal system, responsibility for a longer time limit and evading legal responsibility, the legitimate rights of victim cannot be guaran

6、teed, which seriously affects the improvement of people's living standards. In order to maintain the stability of social order and make up for the lack of supervisory responsibility of the government, the government

7、departments at all levels assume to dealing with the aftermath of the food security accident. With the function of spreading risk and the role of supervision in advance, liability insurance will have a positive impact in

8、 practice. In theory, due to the inherent defects of the market itself and nonstandard government intervention, it demands s to build a bridge between the government and the market, using independent conciliation mechani

9、sms and norms of government intervention in the market to make food market in optimal allocation of resources and improve yield and quality of food, and thus enable people living to significant growth. Because of liabili

10、ty insurance with a role of risk-sharing and revenue regulation, it has promoted fast forward China's economic development. Liability insurance market exist inherent defects in the market regulation, which requires t

11、he government to use administrative means, enforcing liability insurance to maintain market order, so as to balance the interests of the parties. This article developed from the definitions of compulsory liability insura
