3、 country has been attached great importance to the “three issues in agriculture “ in the past few years, the government put forwards a series of policies, to help farmers improve their revenue and production, improve the

4、 farmers’ living standard. For the Inner Mongolia Autonomous Region, in addition to the “three issues in agriculture“, there is also a “three issues in the livestock industry“ problem. The living environment of farmers a

5、nd herders has very big difference, many agricultural policies is not very practical to the herdsmen. There are many factors affected the consumption environment and the consumption concept, the policies reflected in the

6、 herdsmen were not inadequately. Study on the investigation data of 70 households which have a typical representative of Etuoke herdsmen, by means of the herdsmen living consumption, removed the 70 herdsmen into differen

7、t groups according to different annual income per year. We can find out that the herdsmen’s living consumption were different in the different years, either in the different income groups. Finding out the existing proble

8、ms, and puts forward the corresponding proposal. The main conclusions are: 1. Herdsmen need to establish a correct concept of consumption, the correct concept should neither conservative nor too far ahead. The pace of ac

9、celerate by survival consumption to the development and enjoyment of consumption is being stepped up. 2. Government should continue to improve the consumption environment, to ensure the quality and safety of goods in pas

10、toral areas, improving infrastructure, and herdsmen’s awareness rights. 3. The policies to be truly implemented, herdsmen also need to focus on the future, understanding and supporting the national policies. Key Words: L
