2、robationary constitutionalism, declared that it would become a Constitutional monarchy through the 9 years effort from 1908 to 1917.The State Council for Political Consultation paved the new complexion in recently thousa

3、nd years,so only can start from local Parliament and then elect delegates from it to found central Parliament.The Qing dynasty took to the Parliamentary Political road through the effort,which was an important part of Co

4、nstitutional reform, then The State Council for Political Constituation was established in September 1910.The State Concil for Political Constittution is one of western representative system in China and opened the mille

5、nnium creation.It would called the origin of China representative institution. The first meeting of the State Coucil for Political Constittution started at 3rd Oct 1910 and end at 11th Jan 1911, lasting three monthes acc

6、ording to arrangement and 10 days delay for unfinished assignment. So it spend one hundred days.The State Council for Political Constitutional assemblyman consist of one hundred elected by the people and one hundred made

7、 by imperior order. the former is inclined to constitutionalism reform, insisting all assemblyman elected by people must attack the government,while all assemblyman made by imperior order must plead for the government.Th

8、e purpose of building the state council for Political consultation in addition to prepare to basic for fluctuation senate,and another one is to solve the wealthe trouble,what's more,with the help of the public voice

9、to limit people's rights and enhance emperor's rights,further more,it can control the public voice and calm down the tide revolution. That is the purpose of Qing's government.But there must be it's idea a
